Testing and Acceptance

Products should be inspected by the manufacturer before they can leave the factory. Each package should be attached with a product quality inspection certificate.

The sampling quantity of each batch shall be at least 1 sample according to the delivery batch, which may also be stipulated by agreement between the supply and demand parties。If the results of the sample inspection items are unqualified, the sample should be doubled to carry out a second test on the unqualified items，if still not qualified, the whole batch of products should be tested one by one.

The appearance of the product should be examined batch by batch under normal vision.

Cable inspection is divided into type test, routine test and sampling test

1、type test

Including: structural size, insulation physical and mechanical properties, sheath physical and mechanical properties, electrical properties (conductor resistance (20℃)), voltage test, insulation resistance test, working capacitance, capacitor unbalance, shielding inhibition factor, combustion performance, identification, delivery length), combustion performance (if any), identification, delivery length

2、routine test

Including: structure size, insulation physical and mechanical properties, sheath physical and mechanical properties, electrical properties (conductor resistance (20℃)), marking, delivery length.

3、sampling test

Including: identification, delivery length

Product performance requirements and test methods according to the standard TICW/06-2009 provisions

acceptance

1、The purpose of the performance acceptance test is to verify whether all the performance of the contract products meet the requirements

2、The location of the performance acceptance test is the purchaser’s site

3、The performance acceptance test shall be carried out within 6 months after the 168-hour full load trial operation of the product, and the specific test time shall be determined by both parties through negotiation.

4、Installation of measuring points, primary components and local instruments required for performance acceptance test shall be provided by the supplier and cooperated by the demander. The supplier shall also provide the technical cooperation and personnel cooperation required for the test.

5、Content of performance acceptance test

In accordance with supplier quality assurance and test requirements.

6、Criteria for performance acceptance test

In accordance with supplier's quality assurance and test requirements.

7、The performance acceptance test shall be conducted by the demander and participated by the supplier. The test program shall be provided by the demander and determined after discussion with the supplier. The specific test shall be completed by the testing department approved by both parties.

8、 Confirmation of performance acceptance test results

The performance acceptance test report shall be prepared by the testing unit, and the conclusions of the report shall be accepted by both parties. If there is any disagreement between the two parties on the results of the test, the two parties shall settle it through negotiation. If no agreement can be reached, it shall be submitted to the superior departments of both parties for negotiation.

9、When a performance acceptance test is conducted, if a party fails to send personnel to participate in the test after receiving the test notice from the other party, it shall be deemed to have agreed to the acceptance test results.

Construction supervisor

1、Overview

This specification is used for the inspection, supervision and performance acceptance test of the equipment provided by the supplier (including the subcontracted equipment) during the execution of the contract to ensure that the equipment provided by the supplier meets the specified requirements.

Within one month after the Contract takes effect，the supplier shallprovide the demander with supervision, inspection and performance acceptance test standards related to the Contract equipment.

2、Inspection of factory

2.1、The Demander has the right to send its inspectors to the workshop of the supplier

and its subcontractors to inspect and supervise the processing and manufacturing of the contract equipment。As representatives of the demander will be sent for this purpose a written notice to the supplier

2.2、If the contract equipment fails to meet the requirements of the technical specifications after inspection and test，the demander may refuse，The supplier replaces the rejected goods or make necessary modifications to meet the requirements of technical specifications，the customer shall not bear the above charges

2.3、The right of the supplier to inspect, test and, if necessary, reject the goods after their arrival at the place of the Demander shall not be restricted on the ground that the goods have been inspected and inspected by or on behalf of the Demander and have passed the inspection prior to their shipment at the place of origin

2.3.1、The participation of Demander's personnel in the factory test, including the countersigning of any test results, shall neither exempt the Supplier from its obligations under the contract nor replace the inspection of the contract equipment by the Demander upon its arrival at the site

2.4、The supplier shall inform the Demander of its schedule 15 days before the start of the plant test，according to this schedule, the Buyer will determine which test items and phases of the Contract equipment to be validated on site and will notify the Supplier within 10 days of receiving the Supplier's schedule for installation, testing and inspection。Then the Demander will send technical personnel to the production site of the Supplier and/or its subcontractors to observe and understand the factory test of the contract equipment and the conditions of its transportation and packaging。If it is found that the quality of any goods does not meet the standards stipulated in the contract, or the packaging does not meet the requirements, the buyer's representative shall have the right to express his opinion. The Supplier shall seriously consider his opinion and take necessary measures to ensure the quality of the contract equipment to be shipped. The on-site verification and inspection procedures shall be decided by the representatives of both parties through consultation.

2.5、If the Demander does not send a representative to participate in the above test, the supplier shall organize the inspection on its own after receiving the Demander's notice that it will not send personnel to the supplier and/or its subcontractor's factory, or the Demander fails to send personnel to participate in the test on time

2.6、The factory inspection is an important part of quality control。The supplier strictly carries out inspection and test of each production link in the factory。The contract equipment provided by the supplier will issue quality certificates, inspection records and test reports as part of the quality certificate documents at delivery

2.7、The scope of inspection includes the incoming of raw materials and components, the processing, assembly, testing and delivery testing of components.

2.8、The inspection results of the supplier shall meet the requirements. If there is any discrepancy or failure to meet the standard requirements, the supplier shall take measures until the requirements are met and submit an inconsistency report to the demander。The supplier shall inform the demander of any major quality problems in a timely manner

2.9、All costs of factory inspection are included in the total price of the contracted equipment.

3、supervision of equipment

3.1、Construction supervisor

3.1.1、In accordance with this contract and the former Ministry of Power, Ministry of Machinery Industry document Electricity Office (1995) 37 "Large power equipment quality supervision of the Interim Provisions" and "large power equipment factory general representative group working regulations", as well as the relevant national provisions.

3.2、Supervision mode

3.2.1、Document witness, site witness and stoppage for inspection, namely R point, W point, H point.

3.2.2、Each time after the completion of the supervision content, the supplier and the supervision representative will perform the signature procedure on the witness form

The supplier shall deliver one copy to the buyer's supervision representative

3.2.3、Point R: The supplier only needs to provide inspection or test records or reports of the item, that is, document witness

3.2.4、Point W: The inspection or test project attended by the representative of the buyer's supervision, that is, the on-site witness.

3.2.5、H point: When the supplier stops to wait for the inspection or test of the buyer's supervision representative, that is, the project is stopped for inspection

3.2.6、After the demander receives the witness notice，The demander shall send a representative to the site of the inspection or test of the supplier in time to witness the site or stop work for inspection，If demander's representative cannot attend on time，the W point is automatically converted to the R point。However, point H agrees to be converted to point R without a written notice from the demander，the supplier will not move to the next process on its own and agree with the demander to change the witness time。If the buyer is still unable to participate on time after the change, the H point will be automatically converted to R point

3.3、Requirements for suppliers to cooperate with supervision

3.3.1、The supplier has the obligation to cooperate with the demander's supervision and provide relevant information in a timely manner without incurring any costs

3.3.2、The supplier shall provide work and life convenience forthe demander's supervision representative

3.3.3、The supplier shall inform the buyer's representative of the equipment supervision project and time before the on-site inspection or stoppage for inspection

3.3.4、The supervision representative of the demander has the right to check (borrow) the technical data related to the contract supervision equipment，If the Demander considers it necessary to make copies for archiving, the Supplier shall provide convenience

3.3.5、After witnessing, the supplier will provide relevant inspection, test records and report information to the demander who is manufacturing representative of supervision.
