Test

The product shall be inspected by the manufacturer before leaving the factory, and the product quality inspection certificate shall be attached to each outgoing package.

The sampling quantity of each batch shall be at least 1 sample according to the delivery batch, which may also be stipulated by agreement between the supply and demand parties. If the results of the sample inspection items are unqualified, the sample should be doubled for the second test of the unqualified items, and the whole batch of products should be tested one by one.

The appearance of the product should be examined batch by batch under normal vision. Cable inspection is divided into type test, routine test and sampling test.

01 Type Test (T)

Including: structural size, insulation physical and mechanical properties, sheath physical and mechanical properties, electrical properties (conductor resistance (20℃)), voltage test, insulation resistance test, working capacitance, capacitor unbalance, shielding inhibition factor, combustion performance, identification, delivery length), combustion performance (if any), identification, delivery length.

02 Routine Test (R)

Including: structure size, insulation physical and mechanical properties, sheath physical and mechanical properties, electrical properties (conductor resistance (20℃)), marking, delivery length.

03 Sampling Test (S)

Including: identification, delivery length.

Product performance requirements and test methods in accordance with standard TICW/06-2009.

Check and accept

The purpose of performance acceptance test is to check whether all the performance of the contract equipment meets the requirements.

The site of performance acceptance test shall be the demander's site.

The time of performance acceptance test shall be carried out within 6 months after the 168-hour full load trial operation of the unit, and the specific test time shall be determined by both parties through negotiation.

Installation of measuring points, primary components and local instruments required for performance acceptance test shall be provided by the supplier and cooperated by the demander. The supplier shall also provide the technical cooperation and personnel cooperation required for the test.

The performance acceptance test shall be presided over by the demander and participated by the supplier. The test program shall be provided by the demander and determined after discussion with the supplier. The specific test shall be completed by the testing department approved by both parties.

Confirmation of performance acceptance test results.

The performance acceptance test report shall be prepared by the test unit, and the conclusions of the report shall be acknowledged by both parties. If there is any disagreement between the two parties on the results of the test, the two parties shall settle it through negotiation. If no agreement can be reached, it shall be submitted to the superior departments of both parties for negotiation.

When performing the performance acceptance test, if either party receives the test notice from the other party and does not send personnel to participate in the test, it shall be deemed to have agreed to the acceptance test results.

Supervision

01 Overview

1.1 This specification shall be used for the inspection, supervision and performance acceptance test of the equipment provided by the supplier (including the subcontracted equipment) during the execution of the contract to ensure that the equipment provided by the supplier meets the specified requirements.

1.2 Within one month after the Contract takes effect, the Supplier shall provide the Demander with supervision, inspection and performance acceptance test standards related to the Contract equipment.

02 Factory inspection

2.1 The Demander has the right to send its inspectors to the workshop of the supplier and its subcontractors to inspect and supervise the processing and manufacturing of the contract equipment. The Demander shall notify the Supplier in writing of the identity of the representative dispatched for this purpose.

2.2 If the contract equipment fails to meet the requirements of the technical specifications after inspection and test, the Demander may refuse to accept the equipment, and the supplier shall replace the rejected goods or make necessary modifications to make them meet the requirements of the technical specifications. The Demander shall not bear the above expenses.

2.3 The right of the Supplier to inspect, test and, if necessary, reject the goods after they have arrived at the place of the Demander shall not be restricted on the ground that the goods have been inspected and inspected by the Demander or its representative before they are shipped at the place of origin.

2.3.1 The participation of Demander's personnel in the factory test, including the countersigning of any test results, shall neither exempt the Supplier from its responsibilities as stipulated in the contract nor replace the inspection of the contract equipment by the Demander after its arrival at the site.

2.4 The Supplier shall notify the Demander of its schedule 15 days before the start of the factory test. According to this schedule, the Buyer will determine which test items and phases of the Contract equipment to be validated on site and will notify the Supplier within 10 days of receiving the Supplier's schedule for installation, testing and inspection. The Demander will then send technical personnel to the production site of the supplier and/or its subcontractors to observe and understand the factory test of the contract equipment and the conditions of transportation and packaging. If it is found that the quality of any goods does not meet the standards stipulated in the contract, or the packaging does not meet the requirements, the buyer's representative shall have the right to express his opinion. The Supplier shall seriously consider his opinion and take necessary measures to ensure the quality of the contract equipment to be shipped. The on-site verification and inspection procedures shall be decided by the representatives of both parties through consultation.

2.5 If the Demander does not send a representative to participate in the above test, the Supplier shall organize the inspection on its own after receiving the Demander's notice about not sending personnel to the Supplier and/or its subcontractor's factory, or the Demander fails to send personnel to participate in the test on time.

2.6 Factory inspection is an important part of quality control. The supplier strictly carries out the inspection and test of each production link in the factory. The quality certificate, inspection record and test report of the contract equipment provided by the supplier shall be issued as an integral part of the quality certificate documents at the time of delivery.

2.7. The scope of inspection includes the incoming of raw materials and components, the processing, assembly, test and factory test of components.

2.8 The supplier's inspection results shall meet the requirements. If there is any discrepancy or failure to meet the standard requirements, the supplier shall take measures until the requirements are met and submit an inconsistency report to the demander. The supplier shall inform the Demander of any major quality problems in a timely manner.

2.9. All costs of factory inspection shall be included in the total price of the contract equipment.

03 equipment supervision

3.1. Basis for supervision

3.1.1 In accordance with this contract and the former Ministry of Power, Ministry of Machinery Industry document Power Office (1995) 37 "Large power equipment quality supervision of the Interim Provisions" and "General representative group in large power equipment manufacturers working regulations", as well as the relevant national provisions.

3.2. Supervision method

3.2.1 Document witness, site witness and stoppage for inspection, namely point R, point W and point H.

3.2.2 After the completion of each supervision, the supplier and the supervision representative shall perform the signature procedure on the witness form. The supplier shall deliver one copy to the buyer's supervision representative.

3.2.3 Point R: The supplier only needs to provide inspection or test records or reports, that is, document witness.

3.2.4. W point: The inspection or test project attended by the buyer's supervision representative, that is, the on-site witness.

3.2.5 H point: When the supplier stops to wait for the inspection or test attended by the buyer's supervision representative at this point, that is, the project is stopped for inspection.

3.2.6 Upon receipt of the witness notice, the Demander shall promptly send a representative to the site of the supplier's inspection or test to participate in on-site witness or stop work for inspection. If the representative of the Demander cannot attend on time, point W can be automatically converted to point R, but if point H is not agreed to be converted to point R by written notice of the Demander, the supplier will not transfer to the next process and agree with the Demander to change the witness time. If the buyer is still unable to participate on time after the change, the H point will be automatically converted to R point.

3.3 Requirements for the supplier to cooperate with supervision

3.3.1 The supplier shall have the obligation to cooperate with the Demander's supervision and provide relevant information in a timely manner without incurring any costs.

3.3.2 The supplier shall provide the demander's supervision representative with convenient work and life.

3.3.3 The supplier shall inform the representative of the buyer of the equipment supervision project and time before witnessing the site or stopping work for inspection.

3.3.4 Demander's supervision representative has the right to check (borrow) the technical information related to the contract supervision equipment. If Demander considers it necessary to copy and file, the supplier shall provide convenience.

3.3.5 After witnessing, the supplier shall provide the relevant inspection, test records and reports to the supervision representative of the demander.
